原来我们生活在这样的环境下，我问爸爸：“雾霾和沙尘对人体有什么危害吗?”爸爸和我查阅了一下网上的资料，原来，雾霾和沙尘的危害非常大，雾霾会导致传染病扩散和多种疾病发生，给人体健康带来较大的危害。沙尘也会危害到人们的身体健康，还给人类出行带来很大的不便。

我又查了一下造成雾霾和沙尘的原因，原来大气空气气压低，空气不流动是主要因素，空气不流动是空气中的微小颗粒聚集在一起，漂浮在空中，由于地面灰尘大，空气温度低，地面的人和车辆是灰尘搅动起来……沙尘是一种风雨沙的相互作用的危害性天气现象，它的形成与地球温室效应、植被破坏、物种灭绝、气候异常等有着不可分割的关系。他还分为沙尘暴、浮尘、强沙尘……

我想我们不应该无节制开采自然资源，不应该随意砍伐树木，有车的人尽量少开车，多做公交车和骑自行车，绿色出行。灯泡尽量用节能灯，少开空调，大家要给街道多洒水。不随地乱扔垃圾，多植树造林，保护我们的地球。

第一，建立“贫困退出机制”。对那些脱了贫又装贫的地方，这种制度设计是必要的。毕竟各方的扶贫资金是有限的，既然脱贫，就没理由再向上级伸手。不能忽视的是那些享受惯了政策福利，把贫困变成了资本，刻意降低发展速度，让退出机制失灵的现象。这就需要把精准扶贫进一步落到实处，比如在进行政策扶植的时候配套约束机制，确保扶贫资金的使用更加精准，挤压出地方政府可能借机留占的“油水”，同时对贫困县新建楼堂馆所、财政资金扶贫投入、县城建设等方面作限制性规定和具体要求，杜绝戴贫困帽子、过富裕日子的现象。

第二，要将扶贫纳入到一个地方的整体发展规划，以此来突出地方领导干部谋发展的责任。进一步言之，在科学、全面评估的基础上，形成一整套精细化的脱贫及责任方案：一个地区、一个家庭贫困的主要原因是什么，可供利用的资源禀赋是什么，能够带动发展的项目和机遇有哪些，具体落实上由谁来抓、怎么抓，到期的考核标准是什么，又会有哪些相应的奖励和问责，以此激发起干部真正做事的动力。

I am writing to express my opinion about the current policy on the official holidays, such as Spring Festival and Golden Week Holiday. As you might know, some believe it is a good idea to enjoy a week-long break. For one thing, it provides enough time for people to refresh their minds and thus to have better preparations for their future work. 为保证施工安全顺利进行，交管部门将采取临时交通管理措施，具体如下：

一、11月13日23时至11月14日23时(24小时)，三环路内环方向主辅路(三元西桥至三元桥)、三环路外环方向主辅路(三元东桥至三元桥)禁止除公交车辆以外的机动车辆通行;

二、11月13日23时至11月15日5时(30小时)，京密路双方向(香河园路与新东路相交路口至太阳宫南街路口)禁止除公交车辆以外的机动车辆通行;

三、自2015年11月14日6时起至2015年11月14日23时止，五环路远通桥至上清桥双方向禁止货运机动车辆通行。货运机动车辆可绕行六环路等其他道路。

施工导行期间，将在外围道路多层次设置交通提示标志告知过往司机绕行，同时在主要路口和重要交通节点位置加派警力和维护人员进行分流卡控，增加巡逻力量及时发现和快速处置道路交通事故，清拖事故及故障车辆，保证道路通行秩序良好。为了应对可能出现的突发状况，还将安排相应备用警力，随时做好应急支援准备。与此同时，交管部门还将充分利用室外显示屏、北京交警微博微信、北京交通广播和电视媒体全程发布三元桥周边道路运行信息，对出现的突发情况及时预警，引导市民选择最佳出行路线。

交管部门还提示广大驾驶员，采取临时交通管理措施期间，为落实公交优先战略，施工部门将利用三元桥的匝道修建临时导行环岛，三环路和京密路的公交车辆可借用环岛通过三元桥。
