不过，由于防控疫情需要限制人员流动，跨区域的社会力量介入存在一定困难。最近，歌唱家韩红的基金会受到很多网友关注，韩红一边接收、登记捐赠物品和资金，一边忙于发放，还要当车手，终于不堪重负，终止接受捐赠，自己也病倒住院。

当地志愿组织的力量在武汉有一定体现，比如私家车志愿者，酒店联盟等，但他们持续下去的消耗也很大。这些志愿组织在日常活动中有很重要的作用，在抗疫战争中，也起到了凝聚人心的作用。

在抗疫战争中，最核心的社会力量还是区域性的基层社会力量，也就是费孝通所说的生活秩序或者乡土秩序的社会力量。这些力量不仅没有受跨区域社会组织被阻隔的约束，反而因为本身是生活性、地域性的社会力量，发挥了政府不能发挥的作用：在农村是村一级治理组织，在城市则是小区业委会，以及物业管理公司。

在防控疫情做得比较好的杭州，基层组织就发挥了重要作用。以这两种力量为基础，再加上基层政府的支持，就可以做好基础性的防控工作。

社会参与还有一个作用是能够做到相互督促，传播相关知识，把戴口罩、消毒、照顾疑似病人和隔离人员的知识张贴在每个楼房单元的门上，做好基础性防控。如果小区内有隔离人员，社区志愿者可以在经过专业辅导后，参与到隔离人员的支持性活动中来。一些小区实施党员属地化管理之后，也积极组织党员志愿者参与防疫工作。
