地球是我们生存的家园，破坏地球环境，就是破坏我们人类自己。所以，我们人类要保护环境。保护环境，我们小孩要从小事做起，把垃圾丢到垃圾箱里，还要把他送到正确的箱子里。希望每个人都少坐汽车，多骑自行车，倡导绿色出行。节约用水，减少浪费。让地球妈妈的病渐渐好起来。让天更蓝、水更清、草更绿、花更艳。变成最美好的地球!

水里的小鱼也慢慢多了，森林里的树木也旺盛起来了，动物们也有一个幸福的家园了!这应该才是我们美丽的家园，把原来的坏习惯改了，保护环境。

保护耕地作为我国的基本国策已经出台好几十年了，但耕地减少并没有好转。要守住18亿亩红线，至少需要处理好以下几点：

大力促进城乡建设用地的节约集约利用，建立一套有效的保护耕地和土地利用管理机制，使全社会依法依规用地。

要设立各种用地指标，鼓励符合耕地保护、节约集约用地的实施方案。通过行政、技术和经济等手段引导用地单位合理合法合规节约集约用地，弱化耕地占用压力。

数据显示，近年来，违法用地情况面广量大，并且出现了地方政府主导的新特点，表现为一是政府违法带有普遍性，凡是性质严重的土地违法行为，几乎都涉及政府;二是政府违法用地带有发展地方经济的色彩。根据国土资源部2007年公布的数据，目前从涉及违法的用地面积来看，非法批地的案件，占涉及土地面积的80%，主要是地方政府和涉及政府为违法主体的案件。

旧的用地观念在地方上并没有完全得到扭转，土地节约集约利用的观念和意识在地方政府主政官员头脑中还未得到真正树立和获得足够重视，随意占用耕地和粗放利用土地的行为仍是普遍存在的问题，这些都直接影响了耕地保护工作的开展。

笔者调查发现，凡是市场化程度高的用地，节约集约化程度就高，反之则低。因此当前的任务是如何提高公共部门节地意识(包括城市道路和高速路、广场、原划拨的企事业单位用地、政府部门、大学城用地等)，挖掘现有建设用地潜力。同时也要注意农村地区的集约节约用地。

应该说，城乡建设用地节约集约利用程度提高了，一定数量的建设用地供给能够满足更多的用地需求，占用耕地满足建设用地需求的压力就会减小。而且我国城市人均建设用地已达130多平方米，远远高于发达国家人均82.4平方米和发展中国家人均83.3平方米的水平;2004年全国村庄建设用地按当年农业人口计算，人均村庄用地218平方米，高出国家定额最高值(150平方米/人)45.3%。城乡建设用地的节约集约利用潜力十分巨大，这项工作如果做好了，建设占用耕地的压力将会大为减小。

要有科学的规划。耕地保护与经济发展、粮食安全、农村稳定、生态安全等紧密相关，而土地利用规划、城市建设规划、社会经济发展规划是耕地保护的基础和依据。

土地利用规划要充分体现耕地保护，不仅要确定耕地保护的数量，更要保护耕地的质量，而且还要将数量和质量在空间的分布确定下来并公布于众，让全社会监督。土地规划一旦把耕地保护的红线确定下来，还应把它上升到法律层面予以保护，一旦突破红线就是违法，要承担相应法律责任。

城市建设规划，应该把集约节约用地作为一个主要指标。社会经济发展规划则要在投资、产业布局等方面予以耕地保护与节地的引导，防止重复建设。同时要保证各规划间的互相衔接，从次序而言应该先有土地利用总体规划，再制定城市建设规划，这样才能把耕地保护与城市布局相互协调起来。

在土地利用总体规划的过程中，可以采取区域之间协作的方式，如开发区招商引资到另外一个地方去找地找项目，使得有些土地资源相对丰富的区域或者相对低廉的一些区域，有可能和资本紧密结合。这种区域间的协作和发展，首先需要区域间的土地整理，这就需要政府适时进行调整，调整的第一个要务就是要形成区域规划、国土规划，包括区域间的土地规划。

树立全民耕地保护意识。只有上到中央和各级政府部门、行政官员，下到普通市民、农民，都树立保护耕地意识，才能完成这一艰巨而又必须做到的任务。要使保护耕地意识像计划生育意识、环保意识那样深入人心，需要发挥各级政府及媒体的影响力，加大宣传。

当前，随着工业化和城市化的深入发展，土地的市场价值日渐凸显和明晰，在城市经济辐射范围内农村土地尤其是城乡结合部的土地蕴涵着巨大的可以即期实现的经济收益，而相比之下，通过在耕地上从事农业生产获得收益(即使有免交农业税等利好措施)远远低于因工业化、城市化所带来的土地经济利益,耕地非农化具有明显的比较利益优势。“两利相权取其重”，农村集体和农民通过转换耕地用途获取经济利益动机增强，从而其保护耕地的积极性大为减弱。

相反，如果通过提高农村基础建设、制定各项优惠政策等一系列城乡统筹发展的措施，使得农村的生产、生活、环境不亚于城市，甚至优于城市，城市的资金就可能向周边进行转移，进而提升周边的土地潜在价值，农村集体和农民保护耕地的积极性自然会大大提高。

总之，有了全民保护耕地意识，科学规划和有效的管理，能够解决好发展与保护这对矛盾，18亿亩红线是能守住的。
