十年来，国税收入稳步成倍增长。国税直面企业的发展，努力培养税源，从个体户到小规模纳税人到一般纳税人，无一不进行税收宣传，纳税辅导。1994年我市税收收入1.4亿，占全市财政收入的 80%;十年后的2004年，国税总收入目标达6.16亿，整个国、地税税收收入占国家总财政收入90%以上。这不是阿拉伯数字的简单堆积，也不是方程式式的数字游戏。这是国、地税分设后，国税系统在税收征管改革中，迎接挑战、抗击"非典"、战胜困难的坚强表白;这是国税转变理念、持续向上、稳步发展的真实写照;这是国税精心聚财、团结奋进、依法治税的累累硕果。祖国在强大的国力做后盾的基础上，聚精会神搞建设，一心一意谋发展，君不见，高楼大厦鳞次节比，交通网络四通八达，车水马龙往来穿梭┈支撑这一变化的，税收功不可没。

十年来，税收征管日趋规范化、系统化。在集中征收的征管模式下，办公用上了电脑，实现了办公自动化，开通了局域网，利用快速、便捷的通讯手段，实行了电子申报，邮寄申报、上门申报等多种申报方式，推行了"一窗式"管理模式┈广大国税干部从繁琐的手工劳动中解脱出来，提高了办事效率，方便了纳税人，摒弃了人情税，税收执法从"人管人"的时代进入"机器管人"的时代。

十年来，国税机关的角色和职能发生着微妙的变化。新征管法的颁布，赋予了纳税人更多的权益，同时将纳税服务首次提到了法律的高度。原本，征税人与纳税人之间一道厚厚的柜台屏障拆除了，取而代之的是一个个新型的、真正意义上的"纳税服务超市"，征税人与纳税人的心贴得更近了。
