一、严格遵守《中华人民共和国食品安全法》、《学校食堂与学生集体用餐卫生管理规定》和浙江省高校食品卫生“十个必须”等相关法律、法规。

严格执行餐饮服务行业规范，凡学校经营的食堂和副食品店必须取得餐饮服务监管部门发放的餐饮服务许可证(包括原卫生许可证)，未取得许可证的不得加工、供应食品。严格食品添加剂使用，根据“非必须不使用”的原则，使用品种和用量必须符合gb2760《食品添加剂使用卫生标准》，并详细记录每一次使用情况，防止超范围和过量使用食品添加剂行为。不使用过期变质和被污染的食品，不使用非食品用具及容器，包装材料，不使用未经消毒合格的餐饮具，工具，容器。

二、必须建立学校食堂的卫生安全档案。

内容包括申请卫生许可的基础资料、学校食物中毒事件应急预案、个人健康证明、食品原料和有关用品索证资料、食品添加剂和调味品采购和使用记录、食品留样记录、检验报告、食品原材料采购合同等。

三、严格执行从业人员健康管理制度。

食品从业人员按有关规定取得健康体检证明和卫生培训合格后方可上岗操作，健康体检每年一次，并定期接受培训。从业人员操作时应穿戴清洁的工作服、工作帽(专间操作人员必须戴口罩)，头发不得外露，不得留长指甲，涂指甲油，佩带饰物。

四、严把食品原料采购和进货验收关。

禁止采购不符合食品卫生标准和要求的食品。采购食品应向供货方索取卫生许可证、卫生检验报告书等复印件;采购肉类食品必须索取卫生检验检疫合格证明;采购定型包装食品，商标上应有品名、厂名、厂址、生产日期、保存期(保质期)qs认证标志等内容;采购酒类、罐头、饮料、乳制品、调味品等食品，应向供方索取本批次的检验合格证或检验单。要建立蔬菜农药的检测及其他食品的相关检测，严把食品原料进入关，把问题食品拒之于学校门外。

五、必须坚持每天保洁工作。

清洗餐具、工用具必须在专用水池内进行。餐饮具“一清、二洗、三消毒、四保洁”，未经消毒的餐饮具不得使用。经常开展设施设备的消毒工作，用于原料、半成品、成品的工具、容器必须标志明显，做到分开使用，定位存放，保持清洁。定期开展灭“四害”工作，随时保持食堂干净、整洁、卫生的环境。

六、建立食品卫生安全自查工作机制。

加强食品卫生安全管理力度，严格加强对物资采购、仓储、加工、使用、供应等环节的监控，落实食品安全“一日两巡查”制度，并安排专人做好记录，重点加强乳制品、面包糕点、卤制品等食品和食品添加剂使用管理情况的检查，积极做好仓库防潮工作，有针对性地防止食品因潮湿而霉变给师生健康带来的安全隐患。

七、加强食品安全舆论宣传。

一是充分利用校园网、校园广播、校报等学生常用媒体形式宣传食品卫生安全常识;二是开展室外宣传活动，以宣传栏、宣传板报、宣传海报等形式普及食品安全知识;三是在各食堂餐厅明显位置设置宣传板;四是积极推行“高校学生五常现场管理” 提高学校餐饮管理人员、从业人员的知识水平，开展食品安全知识竞赛和征文活动;五是组织学生代表参观食堂后厨加工间等有关活动。

民以食为天，食以安为先。为提高中小学生食品安全意识，营造良好的食品安全氛围，展现食安山东建设进程，更好地推动食品安全社会共治。在2016全国食品安全宣传周即将到来之际， 4月25日，在山东省食品药品监督管理局指导和支持下，由生活日报主办的“食安山东?我与食品安全”全省中小学有奖征文活动启动，活动面向全省中小学生开展征文比赛，主办方将评选出一等奖、二等奖、三等奖和优秀组织奖若干，并于全国食品安全宣传周期间进行表彰奖励。具体征文事项如下：

一、征文主题及体裁

以党的十八大和十八届三中、四中、五中全会精神为指导，以“创新、协调、绿色、开放、共享”理念为引领，紧紧围绕“我与食品安全”主题，讲述身边的食品安全故事，见证 “食安山东”发展进程，主题鲜明，文风活泼，诗歌、散文、小说、随笔、日记等皆可，题目自拟，体裁不限。

二、征文时间

4月25日——5月25日

三、征文范围

全省在校中、小学生均可自愿参加。也可以学校为单位集体组织参加。

四、征文报送

一、了解孩子饮食特点，介绍各类不安全食品对孩子健康的影响，引导孩子合理膳食，以正餐为主，少吃或不吃零食。

二、教育孩子购买食品时要做到“一看二闻三触摸”。教育学生不购买、不食用来源不明、假冒伪劣、过期或“三无”食品。

三、说服孩子要么在家就餐，要么在学校或正式餐饮场所就餐，不要在路边无证经营的小店或流动摊点就餐。

四、落实孩子食品卫生知识教育，注意饮食卫生安全，提高个人卫生习惯，防止病从口入。

五、家长与学校及时沟通食品安全信息，了解学生食品安全状况，科学引导学生形成良好的饮食行为。
