创新水平偏低是我国目前亟待正视的问题。究其原因，关键在于创新观念落后、创新能力不高、所需人才匮乏、体制不健全、科技水平较低等决定性因素阻碍发展。观念是创新的源泉，落后的思想只会阻碍发展，又谈何发展?所需人才匮乏，创新主体力量薄弱，只能是捉襟见肘，想促进社会快速发展谈何容易?创新能力低下、体制不够完善、科技水平跟不上发展的步伐，又如何促进发展呢?社会终究是向前发展的，落后就等于挨打。那么该如何才能提高自主创新水平，使我国步入更快发展的轨道呢?

首先，务必提高创新观念，在思想上有新突破。观念乃创新之本，失去创新的观念，如无本之木，无源之水。政府要重视创新者的个性想法,鼓励创新者积极探索，帮助扶持创新事业的发展。破除旧的传统的观念，树立与时俱进的、科学的发展观念。加大社会宣传力度，营造一个“创新光荣”的社会氛围。

其次，务必创新先进技术，在生产力上有新突破。邓小平同志曾高瞻远瞩提出：科学技术是第一生产力。政府应成立专门研究技术开发的部门，组织专门人员进行创新工作。并鼓励企业进行自主创新，发明创造新技术，开创新领域，提高自身的核心竞争力。

八十八年里，一代代的热血青年前赴后继，推翻封建主义、反对霸权主义……民主的鲜花绽放，科学的奇葩生辉。相比八十八年前的青年人，我们新一代的青年人确实不再那么容易被激动，而显得有些冷漠了。这当然也造成了一些不良后果，诸如人与人互相缺少直接的沟通和交流，社会竞争趋向于以个体为单位的非良性竞争，彼此间没有合作意识，对于周边事物缺乏爱心等等。但这些问题也存在一些非主观的原因。当今世界的飞速进步使社会竞争日益激烈，身处其中的新一代青年人如果不甘落后，就必须竭尽全力，太多的任务，太大的压力，都让他们筋疲力尽，目不暇接。他们不可能再保持一颗单纯的头脑，他们不能不对周边世界建立自我保护的能力。所以他们冷静下来也是可以理解的。同时这也表示新一代的青年人并不是仅仅盲目地抛却现实，凭着一腔热情闯天下，而是将五四精神收于心中，发展创新，以新的姿态体现出来。

with the development of economy, more and more high buildings are being built in large and medium-sized cities across the country. in urbanization, however, one thing should not be neglected---environmental protection. it is unscientific to judge a city’s modernization level by the number of high buildings. recently, a new concept “environmental image” has come into being and become an important criterion with which to evaluate a city.

the concept stresses that a modern city must have efficient environmental promotion. it must have a proper proportion of green land, clean water and fresh air. to add more greenery to a city, i would like to make the following proposals:

1. we should popularize “vertical greenery” technique, that is, to plant more green-leaved plants like boston ivy in densely-located buildings. the roof space of buildings should be used fully to plant flowers, fruits and grasses.

2. certain room should be reserved for green belts, green patches in the building of new residential districts and the reconstruction of urban areas.

In 1995, I entered the Nanjing University of Science & Technology (NUST) -- widely considered one of the China’s best engineering schools. At the period of my graduate study, my overall GPA(3.77/4.0) ranked top 5% in the department. In the second semester, I became teacher assistant that is given to talented and matured students only. This year, I won the Acer Scholarship as the one and only candidate in my department, which is the ultimate accolade for distinguished students endowed by my university. Presently, I am preparing my graduation thesis and trying for the honor of Excellent Graduation Thesis.

Research experience and academic activityWhen a sophomore, I joined the Association of AI Enthusiast and began to narrow down my interest for my future research. With the tool of OpenGL and Matlab, I designed a simulation program for transportation scheduling system. It is now widely used by different research groups in NUST. I assumed and fulfilled a sewage analysis & dispose project for Nanjing sewage treatment plant. This was my first practice to convert a laboratory idea to a commercial product.In retrospect, I find myself standing on a solid basis in both theory and experience, which has prepared me for the Ph.D. program. My future research interests include: Network Scheduling Problem, Heuristic Algorithm research (especially in GA and Neural network), Supply chain network research, Hybrid system performance analysis with Petri nets and Data Mining.

未来五年，罗城县紧紧抓住三大机遇加快发展，一是紧紧抓住国家扶持人口较少民族(仫佬族)发展“十二五”规划的机遇，大力实施特色村寨、小城镇建设、农村交通、产业发展等项目;二是紧紧抓住国务院出台《关于进一步促进广西经济社会发展的若干意见》和自治区加快推进桂西资源富集区开发的机遇，力争到2015年，全县有色金属产业总产值达到12亿元以上;三是紧紧抓住30周年县庆机遇，通过开展县庆活动，达到凝聚民心、振奋民族精神、增强民族团结、加快科学发展的目的。

县委书记黄平权、县长银邦克说，罗城县将按照自治区党委书记郭声琨在2011年设区市换届新任领导干部集体谈话会上提出“六个倍加珍惜”的要求和河池市第三次党代会提出的目标任务，结合罗城实际，着重抓好以下五项重点工作。

一是大力实施工业强县战略，加大对矿产资源整合开发，把资源优势转换为产业优势;加快推进工业园区建设，加大招商引资力度，培育壮大优势产业集群;加大水资源开发力度，做大做强做优天然山泉水产业;做大做强特色酒业，通过打造红酒文化品牌，把酒业培育成为全县又一新兴支柱产业。

二是大力发展特色效益农业。以糖蔗、毛葡萄、桑蚕、优质水稻、茶叶、烤烟等绿色产业为发展重点，重点发展具有罗城特色农业产业深加工企业，力争到十二五期末，全县糖蔗种植面积达25万亩，野生毛葡萄种植面积达10万亩，年产毛葡萄果4万吨。

三是大力推进重大项目建设。全力谋划实施于成龙公园、城东新区、凤凰古街、城西片区、进城大道、罗城港(牛毕)火车站迁建、农田水利基础设施、中小学校布局调整撤点并校、城乡电网升级改造、罗城至柳城六塘二级公路等一大批事关罗城长远发展的重大项目。

四是大力推进城乡一体化进程。充分挖掘仫佬族民居特色，结合现代建筑风格，切实抓好县城新区的规划开发、成龙湖景区、进城民族大道、沿江路凤凰古街、四星级大酒店等标志性项目建设。同时，下大力气抓好县级新农村示范点和城乡风貌改造建设工作，改善村容村貌和居住环境，加快城乡一体化进程。

五是大力弘扬仫佬族文化和于成龙廉政文化。深入挖掘整合仫佬族文化资源和“一代廉吏”于成龙等人文资源，大力实施“文化名县”战略和文化精品培育工程，加快于成龙公园廉政教育基地建设，让仫佬族文化走出广西，走向全国。

县委书记黄平权、县长银邦克说，在发展经济的同时，该县坚持以人为本的执政理念，把群众的利益放在首位，着力解决好群众最关心、最直接、最现实的利益问题。在今后工作中，该县将集中人力、财力实施十项惠民工程，不断完善和提高教育、医疗卫生、文化体育、社会养老、社会救助等水平，加大保障性住房建设和农村危旧房改造力度，全面提高群众的生活水平和质量，让全县人民群众过上幸福的生活。

翻开人类历史长卷，有多少伟大的科学实践者不正是通过点燃创新――这盏明灯而达到成功彼岸的吗?就拿物理学家法拉第来说吧，他在奥斯特试验的基础上，认真总结经验教训，产生了新的研究思路，提出能否实现磁生电这一伟大的构想，经过一系列的试验于探究，他终于成功了，从而开创了电学事业的先河。他不正是由于创新精神而获得成功的吗?

Economic development and environmental protection are a pressing issue primarily for developing countries where, in trying to catch up with developed countries, they have to consume natural resources on an unprecedented scale. This has seriously polluted our environment and, with the global environmental campaign gaining momentum, many people in China call for the precedence of environmental protection over economic development.

Any attempt to pose economic development and environmental protection as diametrically contradictory is simple-minded. Since no country is willing to stop its economic development, the best way is to strike a balance between the two and to heighten the environmental awareness of those solely concerned with economic development.

European countries both economically developed and environmentally friendly can serve as perfect examples for China. Their success story in both undertakings illustrates that environmental protection does not mean a complete standstill of economic activities or exploitation of natural resources, but rather an active development and application of effective technologies to minimize environmental consequences. In Germany, environmental protection has become part of economic development as it boasts the world s most successful environmental industry. With a developed economy, we are well equipped to develop sophisticated technologies that can effectively safeguard our environment.
