创办公益网站，寻子信息共享，助力“宝贝”回家

主人公心声：“孩子是家里的小‘太阳’，有孩子才有阳光和欢乐。想想那些丢了孩子的家长，日子是怎样的煎熬?建个网站，就算只能找到一个孩子，就没白办。”

春节前夕，位于通化市和平路685号的“宝贝回家”志愿者协会，宽敞明亮的办公室内，张宝艳、秦艳友正与7名网站专职管理人员一起忙碌着，上网沟通、电话联络、录入比对登记信息，键盘敲击声、电话声不绝于耳。张宝艳说：“对于丢孩子家长来说，最难挨的日子就是年节，别人在过节，他们在‘过关’啊!”

失子之痛，张宝艳感同身受。这也是“宝贝回家”寻子网诞生的缘由。

时间回溯到1992年，张宝艳看到一篇揭露拐卖儿童罪恶的报道，令人触目惊心!没想到几天后，4岁的儿子随姥姥逛商场时竟意外走失了!“当时感觉五雷轰顶，天都要塌了!”张宝艳回忆，“幸好3个小时后，孩子找到了。不然我们真不能活了。”事后，如获重生的张宝艳开始关注失踪儿童的信息，并经常为寻子家长提供安慰与帮助。

张宝艳发现，很多家长的寻子渠道非常匮乏：要么贴寻人启事，要么全国到处跑，还有的家长组成互助联盟，带上孩子的资料一起寻子。面对茫茫人海，想找孩子无异于大海捞针。很多家庭为了寻子花费几十万甚至几百万元，有的倾家荡产，甚至家破人亡。张宝艳对此痛心疾首、夜不能寐。她和丈夫秦艳友商量：能不能建一个网站，把有价值的信息共享，利用网络来寻找被拐儿童?秦艳友在通化师范学院网络信息中心工作，对网站建设并不陌生，夫妻俩一拍即合。

2007年4月30日，经过多方努力，张宝艳、秦艳友自费创办的“宝贝回家寻子网”正式开通，这是国内第一个，也是惟一一个面对被拐、流浪乞讨儿童的公益寻子网站。秦艳友负责技术，张宝艳负责信息，网站主要栏目是“家寻宝贝”和“宝贝寻家”，设立24小时线索举报热线。他们从网上、报纸上找信息，去街头寻找、打探、拍照，再把资料整理后传到网上。

为了全身心投入寻子网管理，张宝艳毅然辞去典当行经理的职务，成了一名全职志愿者。她每天早上六七点钟上线，维护网站内容，搜集发布求助信息。每天接打电话的时间就有好几个小时，每个月的电话费从四五百元到一两千元。很多熟人不理解他们，连一些受害家长开始也不相信公益寻子。夫妇俩虽然感觉有些“吃不消”，但还是咬牙坚持。一天凌晨两点多，张宝艳接到一个丢失孩子父亲的电话，他痛哭不止，说自己不能当着父母和妻子的面哭，只能一个人偷着哭。张宝艳说，如果那天不接他的电话，他很可能就会从楼上跳下去。面对这位痛苦的父亲，张宝艳、秦艳友更加坚定了办好网站、寻子打拐的决心。

苦心人，天不负。2007年6月21日，内蒙古警察职业学院的学生志愿者在呼和浩特公园发现一位老人领着一个孩子乞讨，形迹可疑，上前询问，老人神色慌张。志愿者马上联系了“宝贝回家”，并将他们带往派出所。经查，男孩名叫张东，8岁，是甘肃民勤县人，十几天前被老人拐骗出来乞讨。随后，内蒙古警方将男孩送回家中。初次告捷，张宝艳夫妇喜极而泣，信心大增。

紧接着，“宝贝回家”相继又找到被拐的孩子云飞、李圆开、张仕林、莫金昌……

“梦”是“宝贝回家”一位专职网管，她说：“在这里工作太有意义了。我们站长把全部心思都用在寻亲上，成功的案例越来越多。每看到一个家庭团聚，都感动得想哭，能看到寻亲人一生中少了遗憾，挺有成就感。”

随着一个个被拐孩子回到父母怀抱，“宝贝回家”声名鹊起，社会各界给予网站的支持和关注越来越多。公安部提供了10万元专项经费用于支付房租、购买设备，通化市委市政府帮助解决了办公场所、车辆和5个公益岗位，爱心企业和个人主动上门赞助……

“宝贝回家”则一直恪守初衷：无论成功与否，不花寻亲者一分钱，各项相关收支在网站上公示。

网络+志愿，民间+警方，建“绿色通道”，布天罗地网

主人公心声：“志愿者是‘宝贝回家’最重要的力量;警民合作，搭建‘绿色通道’，创造寻子奇迹，一年找到一个，一个月找到一个，一星期找到一个，一天找到一个。”

2008年1月18日，张宝艳在通化市民政局注册了“宝贝回家”志愿者协会，专门救助被拐与流浪乞讨儿童。

从最初只有三四名志愿者，到现在志愿者队伍达到17万多人，“宝贝回家”利用志愿者遍布全国各地的优势，核实收集信息，反馈案件线索，并以QQ群为交流平台，管理规模庞大的志愿者团队。网站除了30多个各省市志愿者联络群外，还按寻人需要，分成100多个工作群，各项寻亲及救助工作都能有序高效地运行。

基于寻亲的多方合作不断拓展。宝贝回家栏目和国内多家知名网站建立联系发布寻亲信息，和多地政府机构、媒体栏目、公益群团合作开展寻亲活动。央视大型寻亲栏目《等着我》在“宝贝回家”设立了通化工作站，已经联手帮助了几百个寻亲人。长春工作站也于不久前成立。

最让张宝艳自豪的，是公安打拐部门与“宝贝回家”建立的合作打拐机制和“绿色打拐通道”，公安部门还给志愿者提供专业培训。公安部打拐办也经常听取志愿者们对打拐工作的意见建议，张宝艳提出的“建立打拐DNA数据库的建议”，被公安部采纳。全国DNA数据库为侦破案件、帮被拐儿童准确找到亲人提供了有力的技术支持。

“警力有限，民力无穷。”警民联手，布下了寻亲打拐的天罗地网。

1995年11月28日，3岁的万双健与5岁的姐姐万艳同时在广东被拐，家人悲恸欲绝，父亲化血泪为诗：“呼天唤地欲西去，高堂幼仔托付谁?” 2015年4月，张宝艳与家长交谈时，得知被拐的万双健还有一个双胞胎兄弟，她突然灵光一现：能不能通过公安部门人脸识别系统，用兄弟的照片来找出万双健?她当即与公安部门协调。警方从户籍系统中成功搜索出身在广东的万双健!双胞胎兄弟20年后再相聚，老父亲热泪长流。

2009年1月26日，四川的王启浩和山东的岳随民，做梦也不会想到，分别27年的父子，会在大年初一相见。岳随民5岁时被拐，20多年他时刻都在渴望回家。2008年11月，小岳向“宝贝回家”寻子网求助。几个月后就是春节，湖北的志愿者“笑语盈盈”大年初一仍然在网上进行着资料比对，她突然发现有一份寻子资料与小岳相似，经过认真的核实比对，确定属实后，她分别告知寻子家长王启浩和小岳。当天，两人通过视频相认。4天后，岳随民带着妻儿回到四川老家，全家人照了第一张全家福。

这是一组令人惊叹的数字，从2012年开始，“宝贝回家”大约每两天找到一个被拐孩子，每年找到200多个，持续3年。2015年，更是一年找回405个孩子。

“宝贝回家”志愿者的“最快寻亲纪录”，由早期的3小时缩短到1小时，直至以分钟计。网友小梅被誉为火眼金睛的“神探”，她完成了90余个寻亲任务。2011年9月18日，小梅所在的QQ群接到这样一条信息：寻找1998年在广东省从化市失踪的杨婷婷。小梅立刻想起2009年登记过的一份“宝贝寻家”资料，马上联系了寻亲家长。证据表明，资料的主人正是家长要找的孩子。这次寻亲，从收到信息至反馈信息，前后花了不到1分钟。

每一个成功案例，都凝聚着“宝贝回家”众多志愿者的心血、汗水、责任感和集体智慧。

与时间抢跑，盼万家团聚，愿“天下无拐”

主人公心声：“我们并不希望网站越办越大，而是希望登记的信息越来越少，直到有一天万家团聚，‘天下无拐’。”

“宝贝回家”做公益没有间隔点，随时随地接受求助。作为“宝贝回家”的掌舵人，也是付出心血最多的“大姐”，张宝艳特别忙，一年365天不休息，每天工作16小时以上。因为一年中有大部分的时间在路上，为此她练就了超强的“睡功”，只要不上网，抽空就能睡着觉。已经54岁的她，驾驭着爱心网络专列加速向前，宣传、协调、寻亲、打拐，每天处理大量相关事务，经常“开夜车”，志愿者们总要“监督”她注意身体。因过度劳累，她患上了高血压和严重的颈椎病。秦艳友看在眼里，很是心疼，无奈的他只能尽力多分担一些。

寻子路上，张宝艳在与时间抢跑，与生命赛跑。她60多次南下北上，奔赴解救孩子第一现场，历经过很多撕心裂肺、阖家团聚的时刻。她心急如火，“咱们得加油了，有的被拐儿童父母不在了，有的连寻家的孩子都等不及了。”

二娃就是其中之一。2016年1月3日，罹患肺癌的二娃永远闭上了双眼。1982年出生、6岁时被拐卖的他，终其一生没能再见到日思夜想的父母。在二娃生病期间，“宝贝回家”志愿者们给予他亲人般的关怀，并帮他料理了后事。当天，张宝艳在微信朋友圈中写道：“二娃，你是‘宝贝回家’的孩子，我们永远是你的亲人。”

1982年，7岁的罗长美随母亲探父途中与母亲失散，20多年后，志愿者根据她记忆中家人的姓名、被拐路线，经过分析和走访，找到了她的家人，此时，父亲遭受打击病故，母亲患上精神病。女儿回来的瞬间，母亲清醒了，她拉着女儿的手跑到山上丈夫的坟前大呼：“美美回来了!”

1990年，4岁的四川男孩周雪刚在家门口被拐，被人贩子以800元的价格卖给河北邯郸一农户。买主怕他逃跑，不让他读书识字。刚满6岁，就让他在荒山上放羊，直到13岁进城打工。20年后，通过“宝贝回家”，周雪刚找到了亲生爹娘。回家后方知，在他被拐的那些年，父母痛不欲生，四处找寻。

张宝艳说：“其实找到1300多个孩子不是‘宝贝回家’的最大亮点，隐形的社会效应在于普及了打拐知识，营造了打拐氛围，使社会上拐卖犯罪得到遏制，更多孩子避免丢失的伤害，更多家庭少了骨肉分离的痛苦。”

随着公安机关始终保持对拐卖儿童妇女犯罪的严打高压态势，拐卖儿童案件的发案率在不断下降，破案率和解救率在显著提升。“宝贝回家”网站的信息统计也是一张全国打拐形势的晴雨表，过去找到孩子的速度远没有登记丢失的速度快，2014年以来，情况得以逆转，找到孩子的速度反超登记丢失的速度。

人不独亲其亲，不独子其子。秦艳友说：“如果每个人每个家庭关爱别人都像关爱自己家人一样，就不会有儿童拐卖、家庭离散的惨剧发生了。”张宝艳也说，“虽然我的孩子已平安长大，但是未来我们还有下一代，他们都需要一个平安环境，我们今天做的，既为别人，也为自己。”

为“宝贝回家”倾注满腔心血的张宝艳，先后获得了“12.4十年法治人物”、第三届全国道德模范提名奖、吉林省道德模范等荣誉称号。

尽管“战功赦赦”，张宝艳仍然只争朝夕，她说，和那些找到孩子的少数幸运家庭相比，还有更多的寻子父母和被拐孩子经受着煎熬，在“宝贝回家”登记的求助信息还有4万多条，期待着人们的帮助。
