一粒小纽扣似的废旧电池千万不要小看它，它可以污染60升水，让人大吃一惊。一节电池烂在地里，可以使一平方米的土地失去被人利用的价值，所以把一节节的废旧电池说成是“污染小炸”一点儿也不过分。国产干电池的含铅量一般高于25%，尚不到“绿色环保电池”的要求，而且，我国从垃圾中分离回收的干电池仅为生产量的10%左右。废旧电池对人体也有危害：全球的镉污染有50%是来自废旧电池的污染，长期饮用被镉污染的水，会发生骨质改变和贫血，典型表现是全身骼酸痛。铬会引起胃肠道溃疡和损伤，镍有致癌倾向，还可导致心肌损伤，铅被摄入后不易排泄，高血，铅会导致儿童行为异常和低智商……这么多的危害都来自废旧电池，它像是成千上万的毒药，危害人类；它像是一大堆巨型“原子弹”，向人类美好的生活一步步地破坏……它是罪魁祸首。

我国加入WTO后，外刊工作面临两大难题，一方面，外刊价格持续上涨，而各馆经费的增长远远落后于外刊价格的增长，各馆所订外刊种数急剧消减，而另一方面，国际交流扩大，外刊需求增加，目前从整个外刊资源现状来看，其馆藏不足以满足需求。因此，我国外刊资源的共建共享工作任重而道远，应积极总结经验，加大协调力度，以共建我国外刊资源保障体系。

1 外刊资源建设面临的困境

外文期刊价格自20世纪80年代后期以来一直呈直线上升趋势，据统计，平均每年上涨幅度超过20%。致使国外文献订购严重滑坡。1996年全国外文书刊的订购量比1986年平均下降80%。中国科学院文献情报中心外文期刊从5050种下降到900种，减少82%；北京大学图书馆减少74%；北京图书馆减少45%。加入WTO后，外汇并轨，外刊价格进一步上涨、虽然近年来大多数图书馆和情报机构都已增加了外刊订购经费的投入，但外刊购置经费的增加远远赶不上其价格的增长，订购外刊的品种和数量依然在减少，我国外刊资源总量不足，与世界一些文献信息资源收藏的服务机构相比，我国处于相当低的水平，科技期刊只占世界期刊出版量（种）的5%左右。目前我国外刊入藏总量约为2.5万种，国家图书馆2002年订购外刊9274种，不到日本国立国会图书馆外刊入藏量的一半，北京大学是我国高校图书馆中订购外刊最多的，2002年订购2122种，加上中文期刊最多不超过1万种，美国收藏文献信息最多的10个大学图书馆期刊收藏数量均在3万种以上，其中哈佛大学收藏数量最多，达10万种。而2003年绝大多数图书馆和科研机构所订外文期刊数量继续下降，我国国内普通高校图书馆外刊资源状况更加不容乐观，我馆是河北省高校中藏书最多的图书馆，2003年外刊只订购了160种，比2002年减少140种。据笔者调查，大多数省级公共图书馆2003年订购的外刊只在百余种左右。目前世界上外刊约20万种，其中有价值的约为5万种，发达国家一般以5万种为引进目标。由此可见我国与国际公认外刊收藏种数仍有较大距离。

文献保障率进一步减弱。据调查，在266个学科和主题领域中。一次文献提供率基本满足要求的学科和主题只占30%左右。同时，由于文献信息资源分属于不同行政管理部门，客观造成了条块分割、机构重复、缺乏统一规划和组织协调，协调采购力度不够，重复采购依然非常严重。据对国家直属或非直属的74所高校图书馆的调查，1996年引进外刊的复本量为2.02，重复订购2122种，占外刊订购总数的40.5%。因此我国未能充分协调外刊文献信息资源的整体化建设。

2 我国外刊资源共建共享的现状与发展趋势

2.1 国家对外刊资源的共建共享非常重视，我国外刊资源共建共享呈现良好的发展势头

早在1957年国务院就颁发了《全国图书协调方案》，国家科委成立了图书小组，协调外文书刊采购、联合编目和建立全国、地区中心图书馆委员会等项工作，我国外文科技期刊保障体系初步形成。80年代后期，为遏制外文书刊进口锐减，国务院采取了三大战略措施，建立国家科技图书文献中心、中国高校文献保障系统、全国文献信息资源共建共享协议。1999年我国公共图书馆、高校图书馆及其它文献信息机构共124个单位，联合发起《全国文献信息共建共享倡议书》，提出要协调外文文献的订购，每年定期召开全国或地区性的外文书刊文献订购会，开展代订、补充订购、文献委托、国际交换等业务，实现外文文献多品种、少复本，使有限的资金得到合理的利用，建立科学合理的文献保障体系的目标。此举掀起全国外刊共建共享的高潮。

特别是近年来网络技术与计算机技术的发展，我国三大系统在外刊的协调采购、特色数据库建立、馆际互借、文献传递等方面都取得了较大进展，2002年5月在中国科技大学召开的全国高校外刊订购协调会议上已做出决定，高校系统与国家图书馆、国家科技图书文献中心及中国科学院文献情报中心、上海图书馆合作编制2003年度外刊预订联合目标。该目录对于掌握全国的外刊资源情况，合理布局、协调采购、馆际互借等，均有极大的意见。同时也标志着我国三大系统外刊协调有了实质性的进展。这是我国加入WTO后首次召开的全国性高校外刊会议，此次会议对于开展全国性跨系统的外刊资源共建共享具有重要的意义，同时我国公共图书馆系统，高校图书馆系统，科研图书馆系统，农业系统，医药系统及各省市纷纷成立协调机构，使全国的外刊协调工作出现了良好的发展势头。

2.2 外刊收藏单位协调意识增强，系统、区域间协调成效显著

系统与区域间的协调是我国多年来外刊协调的主要模式，协调工作积累了丰富的经验，取得了显著成效，目前国际互联网上我国系统、地区文献资源共建共享协作网不断开通，文献资源共建共享观念已经深入人心。北京、上海、江苏、广东、山东、福建、安徽等省以及全国化工系统、电子系统、医药系统等都建立了网上外刊联合目录检索系统，提供借阅、复制、传递等服务。

尤其是以国家图书馆为中心的北京地区、以上海图书馆、上海科技情报所为中心的上海地区，在外刊资源共建共享上取得明显成效，北京地区的图书馆情报单位每年召开外刊采购协调会，根据分工购藏的原则，进行合理的资源配置，节约了大量资金，如国家图书馆与清华大学、上海大学交通大学等11所学术图书馆率先联合订购了荷兰Elsevier公司的1100余种电子期刊全文Web版数据库，在我国图书情报界产生了很大影响，目前已有62个高校及科研单位订购了该数据库。上海文献资源协作网已从1994年的19个单位，扩大到目前的60多个单位，1999年就规定成员馆单位订购8000元以上的高价刊原则上不出现复份，协调节约经费100余万元，新增份数近千种。

我国高校系统的有志之士，多年致力于外刊的共建共享工作，全国高校图书馆工委期刊工作专业委员会代管外刊协调以来，已有百余所院校参与，节约经费2000万元。我国高校系统的文献资源协作网：“中国高等教育文献保障体系”(CALLS)的文理中心近年引进的一批在国外有较大影响，且内容适合我国文理科重点学科建设的全文数据库、参考数据库以及电子期刊，通过各地区中心向CALLS成员馆的广大读者提供网上文献检索和全文传递服务，取得显著效果。2002年5月在中国科学技术大学召开的2003年度全国高校图书馆外文期刊订购协调会议上，对新形势下高校外刊协调的内容、全国性跨系统的外刊协调、完善与扩充外刊预订目录和按重点学科分工保种、目次服务、文献快速传递等问题，达成共识，决定从2003年编制《全国性跨系统的外刊预订联合目录》，按重点学科分工收藏外刊资源，逐步建立高校外刊文献资源保障体系。

2.3 外刊协调机构工作规范化，协调内容深化，目标更加明确

大多数协调机构工作渐趋规范，制定协调规章制度，定期召开协调会议，确立各种阶段性研究项目。同时从各个协调机构的工作目标来看，对协调的内容逐步深化，目标更加明确，以往的期刊订购协调一般是以节省书刊经费，在一定区域范围或学科范围内，多馆合作，减少复本，在馆际间进行资源共享为主要目的。而当前对订购协调工作的认识更为深刻，不仅仅满足于减少复本、增加品种，而是积极跟踪国际国内的研究进展及外刊出版动向，了解国内各馆的期刊订购现状，对各馆订购外文期刊复本较少的期刊，根据国内各高校的重点学科设置进行协调订购；对于国外新创办的期刊，向相应的图书馆进行推荐订购。以保证国外的重要期刊在国内不断订，国外新创办的重要期刊在国内有收藏，使我国外刊收藏体系更加科学，结构更加合理。

2.4 各图书馆外刊的采购操作更加成熟，更具科学性

各图书馆在外刊的选择上，同以前相比，减少了盲目性，注重调查研究，选择订购与重点学科以及重点研究项目有关的核心期刊和专业期刊，优先采购国内已购买版权的外刊，协调采购电子版、网络版期刊，参加集团购买，分摊经费，共同享受建设成果，同时收集网上免费资源，加强国际交流，进行国际交换等拓宽外刊来源。

2.5 网络发展迅速，服务手段现代化、多样化

随着信息技术的发展和应用，文献资源服务的网络化环境逐渐形成，一般院校都建有各自的校园网，基础条件好的地方，在校园网的基础上，实现了地方联网，形成了区域网络化，全国大中型图书馆对文献信息都

采用计算机管理，对文献资源的采选、分编、检索、统计等都在网络环境下运行，为外刊资源的共建共享提供了必要的条件，如最近开通的“上海教育网络图书馆期刊传送系统”对“上海市16所高校馆藏外文期刊数据库”及“国家科技中心馆藏11000种外文期刊”进行网上传递，实现资源共享，从而实现文献信息资源的合理布局，提高文献资源的利用率。

各图书馆针对以往外刊利用率偏低的问题，都更加注重外刊的开发与利用，大多数图书馆都积极参加全国范围内的外刊联合目录数据库建设，如目前全国有499家图书情报机构的外刊文献被中国科学院文献情报中心制作的《中西日俄文期刊目录数据库》收录，编制馆藏外刊目录，注重宣传，开展全方位的咨询服务，如开展外刊信息定题服务，选择重点研究课题，经常提供对口的外刊信息和各种专题性文摘、综述、参考资料等服务。

3 推进全国外刊资源共建共享的建议

3.1 立足现实，开拓创新

随着21世纪世界科技竞争的加剧，国外信息资源对我国科技的发展起着越来越重要的作用，信息资源的共建共享将会进入一个快速发展的新时期，在文献资源的建设中应根据我国国情，在充分调查研究的基础上，制定切实可行的规划，既不能思想僵化，闭门造车，也不能盲目跟进，对项目的建设必须有明确的目标，确实的范围。在目前文献数量急剧增长、文献类型多样化、现代信息技术迅速发展的情况下，建设适合我国经济文化发展需要的文献保障体系，更需要广泛吸收国内外先进经验，创新技术、创新管理，走出一条适应我国社会发展的文献资源共建共享之路。

3.2 确立符合我国国情的协调模式

外刊文献信息资源的共建共享模式，自20世纪80年代以来一直是全国图书馆界探讨的热点，在我国外刊文献资源共建共享的实践中也表现了多模式共存的状况。然而从大多数专家学者的研究成果，以及从多年来我国外刊文献资源共建共享的实际成效来看，有两种模式已经成为我国外刊资源共建共享的主要模式。一是建立全国系统内的外刊文献信息资源的共建共享模式；二是建立以省、大城市为中心的跨系统的外刊文献信息资源共建共享模式。这两种模式是构建我国外刊资源保障体系的切实可行的模式。当前应积极总结这两种模式的成功经验，探讨解决出现的问题，进一步确立新形势下合作的深度和广度，以推进全国外刊资源共建共享的进程。

3.3 各地发展不均衡，应启动中小型图书馆共同参与

从全国范围来看，协调工作各地发展并不均衡，外刊资源共建共享发展较快的大都集中在经济科技文化发达的地区，如北京、上海、广东、山东、福建等，不少省市刚刚起步，尤其在中小城市，缺少协调机构，信息闭塞，一些中小型图书馆在外刊资源建设中仍然存在严重的“大而全”、“小而全”思想。有些单位至今没有加入任何一个协调组织，各自为政，从而文献保障率越来越低，这必将形成恶性循环，迫切需要引起有关方面的重视。

3.4 多渠道筹措经费，保障各级协调工作的顺利进行

经费问题一直是外刊资源共建共享的关键因素，也是图书情报界人士探讨的热点之一。由于缺少经费的支持，各地区、各系统的协调工作也是做做停停，目前协作机构多是按经费比例收取成员馆协调费用，由于没有稳定的经费来源，协调机构的工作没有保障，曾经参与外刊资源共享、协调订购的图书馆，也很难坚持下来，文献资源共建共享具有社会效益和经济效益，不仅有益于每一个参与的图书馆，同时也对整个周边地区经济文化的发展有益，因此，在政府拨款的同时，还应通过多种渠道筹措资金以保障协调工作的顺利进行。

3.5 加强立法，使共建共享走向法制轨道

目前我国还没有颁布《图书馆法》无法为全国文献共建共享提供法律保障，仅靠一些图书馆之间的倡议，本着“积极参与、平等协作、承担义务、互惠互利”的原则来进行还不够，很难维持协调工作局面，迫切需要通过法律手段来制定文献分工购藏方针，规定各成员馆的责任、范围和服务方法以及自身的利益，奖惩方式等，没有国家相关的法律法规的保障，缺乏约束机制，任何共建共享也只是建立在自发的松散的结构体系上，很难维持协调工作的局面。

3.6 深入开展对外刊资源共建共享的理论与实践研究

加入世贸组织后，我国的外刊建设出现了新的问题，同时信息环境的改变，又为外刊工作的发展提供了新的契机，因此，有许多课题需要研究，这些问题主要包括：①对我国外刊资源整体化协调发展的保障机制的研究；②如何在数字化和网络化新技术的基础上建立一个高效的、符合社会未来发展需要的、能对我国教育科学文化发展提供有力支持的文献保障体系；③对协调机构整体利益与成员馆个体利益的研究；④如何建立协调指标体系，将协调工作进行量化研究，通过科学评估，为调整协作系统各馆的期刊订购提供科学依据；⑤如何在共建共享机制下对各图书馆进行文献资源的评估；⑥目前电子期刊资源已经成为整体文献资源重要组成部分，如何加强电子期刊资源收藏和利用的调查研究，以进行科学的电子期刊成本与效益分析；⑦如何加强电子期刊的协调共享和网上文献传递工作；⑧由于新技术在期刊工作中的广泛应用，电子期刊的大量出现，给期刊工作者提出了严峻的挑战，从现有期刊人员总体情况看，业务和管理水平亟待提高。
