改革1——

退休：延迟退休方案今年制定2017年正式推出

人力资源和社会保障部部长尹蔚民在十二届人大三次会议记者会上表示，延迟退休方案将在2015年制定出来，2016年在报经中央同意后向社会征求意见，根据征求意见的情况修改完善，2017年正式推出。

我国人口正在加速老龄化，据测算，到2050年我国60岁以上老年人口将达38.6%。尹蔚民说，方案将充分考虑社会各界意见，从方案公布到实施至少在5年以上，以便给社会一个心理预期。在具体实施上，将采取“小步徐趋、渐进到位”，即每年只会延长几个月的退休年龄，经过相当长的时间达到规定的法定退休年龄。

改革2——

养老：全国养老金统筹方案力争在2015年出台

尹蔚民表示，全国养老金统筹方案力争在2015年出台。按照社会保险的大数法则，实施职工养老保险的全国统筹，可以在全国范围内调剂余缺、分散风险。

目前我国养老保险基金运行总体平稳。2014年企业职工养老保险当期结余3458亿元，累计结余3.06万亿元。但当前企业职工养老保险实行省级统筹，部分省份收不抵支。全国政协委员、清华大学经管学院副院长白重恩说，养老金收支平衡还有赖于完善社保缴费的征收机制，优化基金投资运营实现保值增值，增加财政投入以及利用国企分红等弥补未来缺口，最终使养老金可持续发展。

改革3——

高考：25个省今年统一试卷

教育部部长袁贵仁在十二届人大三次会议记者会上表示，今年，全国性鼓励类的加分项目全部取消，高考将实行全国25个省份统一命题，高校自主招生将取消推荐限额，所有学校和学生都可以参加自主招生。此外，“寒门学子”上大学获得进一步支持。

全国人大代表、天津农学院院长邢克智说，教育改革措施加速落实，让广大学生享受到了教育进步和教育公平。现在高考改革取得了突破，下一步也应该改革招生制度。可以制定国家高等学校招生制度改革实施的相关意见，启动改革试点，让招考制度改革步步深入。

行政审批：2015年将全部取消非行政许可审批

政府工作报告提出，今年再取消和下放一批行政审批事项，全部取消非行政许可审批，建立规范行政审批的管理制度。

非行政许可审批，很多没有法律规定，各地情况五花八门，严重影响行政效率和市场活力。山西某地级市2014年梳理发现，未经法律许可和上级批准的非行政许可审批高达上千项。中国行政体制改革学会副会长汪玉凯说，今年全部取消非行政审批难度不小，如能完成对公众、企业减负效果明显，但要防止一些地方把非行政许可变成“红顶中介”服务，换“马甲”继续高收费。

医疗：今年在100个城市进行公立医院改革

政府工作报告提出，全面推开县级公立医院综合改革，在100个地级以上市进行公立医院改革试点，破除以药补医。

“公立医院不是商业机构，办医院的目的就应该是治病救人。”全国人大代表、中国工程院院士钟南山说，现在我们的公立大医院没有体现出公益性，实行收入和创收关联的市场路线，结果导致医患关系变成商家与消费者的关系，出现了随意大处方、乱检查的乱象。“切断医护人员收入与病人医疗费之间的利益联系，就是抓住了公立医院改革的‘牛鼻子’。”

公路收费：收费办法改革2015年提上日程

交通运输部部长杨传堂在十二届人大三次会议记者会上表示，对收费公路的管理、收费公路条例的修订，已经提上议事日程。目前已对收费调整进行前三轮调研，今后将进行体制性改革，同时也将加强收费公路的管理。

我国收费公路已达11.2万公里，居世界第一。当前建设公路中有69%都是通过贷款修成，90%以上高速公路要收费。交通部披露，全国高速公路一年收费3000多亿元。全国人大代表朱列玉认为，到期的收费公路应严格依规停止收费，包括养护费在内的费用应由公共财政承接，这是公共财政必须承担的责任。

改革7——

计划生育：“全面二孩”政策放开还在调查评估

全国人大教科文卫委员会主任委员柳斌杰说，目前还在对“单独二孩”政策的影响进行调查评估，进一步放开“全面二孩”还需完成很多工作。目前“全面二孩”政策还没有提上日程。柳斌杰说，“单独二孩”政策尚未完全落实到位，需要进一步观察，还要对人口结构、分布情况、生存状态、人口质量等进一步研究评估。在这些工作都做了之后，才会决定是不是再进一步放开“全面二孩”政策。

全国人大代表、安徽省社科院研究员钱念孙说，从双独两孩到单独两孩，再逐步过渡到普遍两孩政策，这是我国人口政策的演变趋势，也是为了避免人口结构上的骤涨骤跌。调整完善生育政策，必须“逐步”实现人口规模与中国经济社会“新常态”形势相匹配，需要理性思维、科学决策的过程。

改革8——

利率市场化：存款利率上限今年放开

中国人民银行行长周小川在十二届人大三次会议记者会上说，今年可能放开存款利率上限。

存款利率放开被认为是利率市场化的最后一步。全国政协委员、国家外汇管理局局长易纲说，去年以来，存款利率上浮空间提高到1.3倍以后，商业银行能够差异化定价，出现了上浮区间不同的阵营，说明商业银行与客户之间的优化已经在形成。利率市场化的条件正在朝着越来越成熟的方向发展。

改革9——

房地产：房地产税立法或2017年完成

财政部副部长朱光耀在两会期间接受采访时表示，目前由全国人大牵头、财政部配合的房地产税立法工作正在研究过程中。

全国政协委员、原财政部财科所所长贾康说，中央财税体制改革要求在2016年基本完成重点工作、任务，从时间表看，房地产税立法最迟应该在2017年完成。房地产税进入立法程序之后，还要征求社会各方面的意见，还会有激烈的争论。我国房地产税方案不能照搬哪国模式，要有一定的豁免范围，如第一套房或人均一定面积以下。

税收：税收法定2020年之前全面落实

十二届全国人大三次会议发言人傅莹表示，总的目标是要在2020年之前，全面落实税收法定原则。“税收法定”有关规定也在立法法修正案予以明确。
