(一)南海地区资源丰富

南海地区的气候属热带海洋性季风气候，雨量充沛。南沙群岛上灌木繁茂，海鸟群集。底栖生物极为丰富，水产种类繁多，是中国海洋渔业最大的热带鱼场。南沙群岛海域蕴藏着大量的矿藏资源，其中尤以油气资源极其丰富。

同时，随着经济全球化的不断深入，南海和南沙群岛的战略地位日益显现出来。正如越非马等许多国家觊觎南海石油资源和渔业资源是南海争端激化的主要原因。这些国家近年来不断强调对南沙群岛拥有全部主权或部分主权，并依靠南海油气资源获得的巨额财富不断扩充军备，加快在南海未来战场上的建设步伐。

(二)南海争端的历史因素

二十世纪，日本和法国人曾来这里进行经济开发和殖民活动。当时，中国政府提出了交涉。1951年，美国主持草拟、制定《旧金山对日和约》，明确规定日本放弃其对西沙和南沙两群岛的“权利、权利根据与要求”，却没有明确两者的主权归属，也没有明确中国收回主权。使中国在南海问题中陷入被动。

而1982年制定的《联合国海洋法公约》对于“专属经济区”和“大陆架”的模糊规定，也为那些专属经济区重叠的国家产生冲突埋下了隐患。据此，在本国利益的驱动下，南海周边国家大多采用有利于本国利益的解释方式，提出非法的主权要求。

(三)中国在南海的治权长期无法落实

二战后，当时的国民政府收回了南沙群岛的主权，但是，国共内战到国民党败退台湾后，大陆和台湾都缺乏全面驻守南沙群岛的实力。到目前为止， 我们虽然有足够的实力保卫南海，但我国大陆占领的岛屿面积小，无法大量驻军和修建足以保卫南海的军事基地，即使我们能够通过武力夺取被其他国家占领的岛屿，在没有强大远洋海军支持的情况下，南沙群岛也很难长期坚守。

人口灾难是否会降临，我们不得而知。我们只知道未来一个世纪中国大陆最大的问题(比环境、腐败、经济、教育更严峻)是人口问题。

大陆老农穷贫到极点却不忘生孩子

“你猜我们家的保姆家里有几个小孩，你保准猜不着，她兄弟姐妹9个。”女作家项小米对我叹道：“太可怕了!他们陕西那什么县，普遍如此，都是七八个孩子。没活干，没田种，树全砍秃了，地慢慢变成沙漠，这些人要吃饭，就都跑到城里。把城里弄的脏乱差，犯罪率激升。就冲这我也要把我女儿送到美国……”

记者在近一两年中发现，这种一家生五六个、七八个的现象在大陆许多地方相当普遍。计划生育的国策，各地执行是很弹性的，有的地方甚至变成干部敛钱的工具，你不是要生吗?拿钱来。

实际上，独生子女政策已经成为汪洋大海中的城市孤岛的一块招牌。

记者几年前到国家贫困县山西大宁采访扶贫款被贪污案时，曾到一个家徒四壁的山民家里走访，这家主人，一个四五十岁的低矮老农，连遭不幸，不仅被干部用他的名字领扶贫款，却分文没给他，最小的男孩子还被山草中的蛇咬伤，性命垂危。当我们走进他山坳中的窑洞时，他哭了起来，我们力所能及地给了他一点资助，他扑通跪在地上以表感激。当知道他有多少孩子时，我们几个人都大吃一惊，八个。

这完全出乎我们的意料，多年来计划生育大好形势的宣传，使我们觉得农村最多能生两个，即使那些一味抗法、被扒屋毁灶的人，也只能有三到四个孩子。

而八个是什么数字?那是比1949年前还多的一个数字。也可能这些家庭比起1949年前，住房改善不大、食物够吃了但质量没好多少，但抗生素等类药品的普及确实使死婴现象少多了。1949年以前，一个农民家庭也能生很多孩子，但最终成活的只有一半强。所以虽然现在有计划生育的约束，农村人口还是猛增。

记者到陕西靖边采访时，发现那里的农民虽然被各种杂税弄得苦不堪言，而且土地日益干旱和荒漠化，生活很艰难，同样也生很多孩子。一个家庭有四五个孩子是很普通的，甚至是数量最少的。

一位女记者在山西大宁县一个很穷的山村金疙瘩村采访时，发现那里农民平均六个孩子。一个五六岁的小女孩告诉她，她有四个哥哥和一个妹妹。有人指着另一个红衣女孩说：“这孩子的父亲弟兄三个，每个都有六个孩子。”女记者了解到，金疙瘩村几乎没有三胎的，大多是五、六胎，最多的一家七胎，且大部分家中有二、三个男孩。

在连吃水都困难的地方，却要生那么多的孩子，他们一起向大地索要，于是大地更加贫困和病态。
