在清明节即将到来之际，哈尔滨市南岗区提前策划，统筹安排，推出发放“文明祭祀倡议书”、组织鲜花祭扫等主题宣传活动、志愿者开展多种形式文明引导服务等三项举措，带领全区广大党员干部群众开展文明祭祀、绿色祭祀活动，确保群众度过一个祥和、文明、平安的清明节。

连日来，哈尔滨市南岗区以“我们的节日”为载体，坚持绿色低碳理念，向全区20个街道、乡(镇)的157个社区和200家文明单位发出了“文明祭祀倡议书”。倡导错峰祭扫、网络祭扫、鲜花祭扫，引导广大党员干部群众参加社区公祭、集体共祭、家庭追思会等现代纪念追思活动，使文明低碳祭扫理念逐步成为社会自觉行为。

哈尔滨市南岗区各街道、乡(镇)以“文明祭扫、平安清明”为主题，开展了形式多样的20余项主题宣传活动。大成街道以“鲜花寄哀思”为主题，开展了集体祭悼活动，社区居民以芬芳的菊花替代焚烧冥纸冥币，表达对已故亲人的思念之情;新吉社区通过开设纸花培训班，教社区居民亲手制作纸花，同时组织居民通过放飞气球、放小船的方式寄托哀思;芦家街道在社区市民学校召开了“缅怀革命先烈传承革命传统”座谈会，组织大家认真回顾中国革命的艰难历程，缅怀革命先烈的丰功伟绩……

与此同时，哈尔滨市南岗区组织两万余名社区志愿者，利用宣传栏、展板、网络、短信、专栏等形式，大力宣传燃放鞭炮、焚烧冥币等传统祭扫方式在铺张浪费、污染环境、安全隐患、助长迷信等方面的不利影响，让人民群众认识文明祭扫的必要性和重要性，使全区广大党员干部群众树立破除陋习，崇尚科学、健康、文明的良好风气。
