当前，新一轮科技革命和产业变革正在全球范围内孕育兴起。要使这种增长潜力得以释放，就要让生产要素和资源在全球范围内更加有效、便捷地流动。

为此，必须思考构建“全球创新体系”，使创新主体、创新基础设施、创新资源、创新环境等能够在全球范围相互支持，共促发展，并且必须站在全球角度构建新的创新氛围标准，而不是把一国标准推广到国际市场。

杭州是中国的创新之都。把峰会举办地点放在杭州，大有深意，其中一个目的就是突出“创新”这个主题。

“活力”是指完善全球经济治理，对其中的不合理之处加以改革，提高世界经济抗风险能力，释放经济增长的潜力。

一个人要有活力，必须要有良好的神经系统。同理，世界经济要有活力，必须要有良好合理的“神经系统”——完善而公平的全球经济治理体系。

完善全球经济治理体系，首先需要解决的就是国际货币基金组织(IMF)的份额改革，使既定的改革方案得以落实，并使特别提款权(SDR)货币篮子反映全球经济金融运行的现实，让人民币加入SDR。IMF的改革计划五年前就已达成，但美国一直拒不执行。怎么办?这是下届中国主办G20绕不开的问题。

在全球治理体系中，中国已经加入了全部的主要国际组织，是国际秩序的主要参与者;通过新兴的国际机制，如金砖国家、亚投行等，中国成为全球治理体系的改革推动者之一;而2016年的G20，将使中国成为全球治理进程的主要协调者。

“联动”是指联动式发展，包括促进贸易与投资，推进基础设施互联互通，推动世界经济共同发展。

在全球价值链时代，任何一个国家都无法实现单独发展，任何区域贸易小集团效果也不可能长久。中国倡导“联动式发展”概念，就是要破除藩篱，实现资源流动，共商、共建、共享发展。

习主席在G20峰会发言中，把贸易与投资比作世界经济的“血液流通”，血液通则身体健。因此，中国主办G20，要进一步促进贸易与投资，推进WTO多边贸易谈判向前发展。

联动式发展，前提是建开放型世界经济，让“你中有我，我中有你”。中国已经把“构建开放型经济新体制”作为基本国策。通过G20政府间合作，中国将促进全球统一市场平台，推进全球自由贸易。

联动式发展，还意味着基础设施互联互通，通路、通电、通网。这是中国自身的发展经验;现在，中国将这个经验贡献给世界，作为G20全球经济长效治理的主题。

中国提出的“一带一路”构想正是为上述这些目标服务。设施联通、贸易畅通、资金融通，一个“通”字，点明联动式发展的主题。

“包容”是指包容性增长，让发展的成果惠及全球，促进公平公正，实现世界经济可持续发展。

习主席在发言中指出，危机的深层原因是发展不平衡问题。也就是说，世界上还有地方被甩在全球发展的列车之外。要想解决发展不平衡问题，就要推进包容性增长，也就是让增长的成果惠及全球的各个角落。

占全球人口五分之四的发展中国家的发展，是全球共同发展的基础。落实联合国2030年发展议程，需要应对全球经济发展中的不平等、不公正问题，同时协调应对气候变化、环境保护等挑战。让处于全球价值链不同位置上的国家都能发挥自身优势，共享发展机遇。
